Hydraulic cement is required as the problem with normal Portland cements is that there tends to be shrinkage. This shrinkage can result in cracking of concrete slabs & walls allow moisture to penetrate the concrete reducing longevity.
Hydraulic cement expanding mortar is a cement which when mixed with water forms a paste that increases in volume as it sets. The expansion of the mortar or cement is significantly greater than Portland cement. Often a non-shrink mortars are also described this way
Please note: expansive mortars or cements harden best and show the best expansion properties when curing in the presence of moisture.
